Matt Brown reports that a few days ago, the NCAA released proposed legislation that could put some additional onus on a school moving from FCS to FBS. The most striking thing on the surface is a increase on the fee to move up from $5,000 to $5,000,000! That IS striking on the surface, but ACU has some donors who love ACU football enough to plop that down in an instant. However, there are a few other pieces to the legislation that has more impact over the coming years: all FBS schools must field a minimum of 16 sports and all countable sports must give 90% of the allowable scholarships, including the "equivalency sports".
ACU is in good shape on the number of sports -- with the addition of women's golf, the Wildcats will be fielding 17 sports this fall. T&F is obviously the linchpin in this because they count as 6 sports (m/w indoor track, m/w outdoor track, m/w XC). However, some, if not all our "equivalency sports" -- where scholarships can be segmented -- give less than 90% of the allowable scholarships. T&F is budgeted for 70-80% of the allowable total. Passage of this legislation will mean that an FBS school must give a minimum of 210 scholarships in 16 sports.
So, if this legislation passed and if the UAC were to continue to attempt to move en masse to FBS, that would mean ACU adding 22 new football scholarships, but also additional scholarships in several other equivalency sports. Interesting conundrum that I fully believe Zach Lassiter is capable of solving.

That is quite a change but probably not a bad idea. There needs to be a decent hurdle in place to move up to FBS. I wonder if Sam Houston would have met the new standards if they pass?

I have read through it, as well as some responses. Matt Brown did a good, quick, response. I do think this is an intentional move by the NCAA to begin to get caught back up with a lot of the realignment moves, as well as begin to get on top of other issues like Title IX, etc... Schools that want to go to the next level will be forced to buckle up, more than just financially, but also with annual (ongoing) financial obligations that will have to be planned out and dealt with to a large degree first. It means there will have to be very hard commitments in place across the board for schools and ADs. ACU offers enough sports, but would have to improve our scholarships across them better, as well as significantly beef up our coaching and support staff. I know it would also mean more expenses for insurance and other things. I am not sure SHSU would pass this now if they were required to follow the new guidelines. I am not sure if this would help us to decide to stay where we are or not more.

I know these discussions have been happening for a while. I think they are just naturally rising to the surface and becoming more public. NCAA DI football has had 3 tiers for decades now and the NCAA lost control of them a while back. In this scenario the only league the NCAA would retain would be FCS. All FBS would move into the other two tiers as a split-level league. FCS has been DI-AAA for some time. The G5 has been DI-AA and the P5 has been DI-A. That would basically stay the same, but I would imagine that the NCAA led FCS would lose a lot of its money games as I wouldn't foresee interleague games. clutchpoints.com/college-football-must-ditch-conferences-pac-12-big-ten-realignment
