Mavsman, very interesting. I have been reading about this on-line for the past 2 weeks. It is an interesting way to see who is REALLY interested in moving into FBS -- obviously aimed at the ACU's of this world. These are the new hurdles:
-The 5,000 to $5,000,000 jump is huge, BUT it is a one-time charge (just like the D-2 to D-1 to raise in fee was a 1-time charge).
-The scholarship rise is the long-term challenge to schools, particularly those schools who have reduced scholarships in non-revenue sports to balance the books after a jump to FBS.
-The 210 scholarship goal, which almost all FBS schools have already reached, is the next hurdle. From what I know, ACU gives out around 180 scholarships -- several of the non-revenue sports falling short of the maximum scholarships. All of the partially funded sports at ACU would have to be fully funded (somewhere around 15-16), plus the additional 22 scholarships necessitated for the football total to move to FBS. That would get ACU to that 210 levlel.
Funding the scholarships in non-revenue sports for every year going forward is a challenge for any school having to stay in D-1 (FBS) on a frugal budget. That is one way that the NCAA may try to thin the crowd.

Good find, Outsider. It will be interesting to see how many schools still have the stomach to move to FBS with the new hurdles to jump. I got the figure from Matt Brown's interview with the AD that also stated they had raised $3.5 million of that from donors already and exploring other ways to cover whatever is left. They were going to add Women's Ice Hockey I believe as well.
